Regulation (EU) n.º 2016/1384 of the European Central Bank – Statistics on holdings of securities

Regulation (EU) n.º 2016/1384 of the European Central Bank of 2nd of August 2016 amending Regulation (EU) n.º 1011/2012 (ECB/2012/24) concerning statistics on holdings of securities (ECB/2016/22) was published in the Official Journal of the European Union, on 17th of August.

In order to ensure that the European System of Central Banks (ESCB) received the adequate information on the holdings of securities of banking groups, Regulation (EU) n.º 1011/2012 was amended by Regulation (EU) n.º 2016/1384.

In fact, the additional attributes of statistics on holdings of securities established on Regulation (EU) n.º 2016/1384, which go beyond those currently required, will allow: (i) a more thorough analysis of risks and exposures within the financial system to be carried out; and this, in turn, will allow for (ii) a more in-depth analysis of the monetary policy transmission mechanism; (iii) an improvement of the prudential supervision; and will also allow (iv) to assess the Eurosystem’s risk exposure in relation to counterparties in monetary policy operations.

Furthermore, one of the purposes of the Regulation that is now published is to clarify the reporting requirements for custodians, in order to avoid double reporting of securities that could be reported by several custodians resident in the euro area, for example in the case of sub-custodians.

Regulation (EU) n.º 2016/1384 also establishes the timeliness of sectoral and group data and general timeliness are also provided.

The first reporting of sectoral data and of group data shall start with data for the reference period of September 2018.

This Regulation shall enter into force on 1st  of October 2018.
